Originally laid out in 1950 during the Communist regime as part of the post-World War II urban development program, it witnessed the construction of illegal buildings after the fall of communism. It was renovated in the early 2000's with the addition of cafés, restaurants, fountains, the Independence Monument, and a bowling lane. Around the park are the Teatri i Kukullave, Orthodox Cathedral, and Taivani Center.
